Togo First writes that yesterday (18 May) mobile operator Moov Africa Togo was instructed to attend a public hearing before the Telecommunication and Posts Regulatory Authority (ARCEP) to respond to a ‘failure to meet the obligation of permanence, continuity and availability of its services, in accordance with its specifications’. The regulator is opening the case to investigate service interruptions in several parts of the country in a period between June and September 2020, outages and problems that resulted in it launching sanctions against the Maroc Telecom-owned subsidiary in November last year for ‘violating its terms of reference’. It is understood that following the hearing, ARCEP – which some argue is at last showing its teeth when dealing with poor levels of service quality – will take measures to bring Moov into line.
