The Republic of Congo made its mark on the 26th Ordinary Session of the Board of Directors of the African Telecommunications Union (ATU), held from May 28 to 30, 2025, in Dakar, Senegal. This session, which brought together delegations from ATU Member States, allowed the Congolese delegation to officially announce the candidacy of Mr. Luc MISSIDIMBAZI, Advisor to the Congolese Prime Minister on Posts and Electronic Communications and promoter of the OSIANE trade fair, for the position of Secretary General of the ATU.

Already publicly announced at the closing of the OSIANE Exhibition, held in Brazzaville from May 13 to 16, 2025, the Congolese candidate’s candidacy is now reflected in: ”  a strong desire to mobilize member countries for greater commitments to the continental and global challenges of digital transformation  .”

”  By placing the voice of Congo at the heart of the debates, we wanted to promote our national expertise, while deepening multilateral cooperation ties and making a shared strategic vision heard, in the service of a sovereign, equitable and inclusive digital world  ,” said Mr. Jean Célestin ENDOKE, Director of Legal and International Affairs at the Postal and Electronic Communications Regulatory Agency (ARPCE), a member of the Congolese delegation. Taking advantage of his speech at the podium, he officially announced the Congolese expert’s candidacy for the position of Secretary General.

For candidate MISSIDIMBAZI, “Africa’s digital transformation requires firm commitments and solid coalitions among member states. The goal is to elevate the ATU to the rank of a true catalyst for African technological sovereignty, capable of anticipating disruptions, harmonizing public policies, and ensuring equitable development of digital infrastructure across the continent  .”

Indeed, the 26th session of the ATU, organized under the auspices of the Senegalese Ministry of Communication, Telecommunications and Digital Affairs, in partnership with the Senegalese Telecommunications and Postal Regulatory Authority (ARTP), brought together more than 150 participants, including Ministers, Regulators, representatives of the International Telecommunication Union (ITU) and other high-level experts from other continents. The work focused on preparations for upcoming international events, including the World Telecommunication Development Conference (WTDC) scheduled to be held in Azerbaijan in 2025 and the Plenipotentiary Conference in 2026.

Among the main conclusions of the two days of work of this 26th ordinary session, which saw Senegal succeed the Democratic Republic of Congo as president of the body, the experts agreed that the headquarters of the ATU should return to the DRC as indicated in the founding texts.

The 27th Ordinary Session of the UAT Board of Directors will take place in the first quarter of 2027 in South Africa.
